This is an interesting idea - and it could work!
I just tested this with a fax machine in parallel to a fax modem. The
fax modem was connected to a PC and I used VentaFax as fax SW.
The fax machine was set to answer after the 5th ring and the VentaFax
SW was set to answer either after the first ring (during the first
test) or after the 10th ring (during the second test).
The result was as expected: In the first test the fax modem answered
the call and in the second test the fax machine answered the call.
Although these tests were promising, you should in any case repeat
these tests with your own fax equipment.
Connecting two fax machines in parallel is not a standard configuration
and might result in distorted signals.
Furthermore you should keep in mind that the backup fax machine will
only take over if the first fax machine doesn't answer to the ring. It
will not take over if the first fax machine fails due to any other
fault, e.g. in case of missing paper...
